Course Summary:

OSHA 30-Hour Training for Construction is a comprehensive safety program designed for workers and supervisors in the construction industry. The course is part of OSHA’s Outreach Training Program and provides an in-depth understanding of the Occupational Safety and Health Administration (OSHA) standards and regulations. It’s Not Just About the Money: Writing Grants for the End Gain

This two-day (16 hr) training investigates the statement that “The federal government grant deadline ‘Rush Hour’ traditionally runs from December 1st through March 31st; nonetheless, grant writing is a marathon–not a sprint.”  While there are millions of dollars in grants available, this interactive workshop will help you focus beyond the funding pursuit and provide you with hands-on techniques for: evaluating and prioritizing RFPs and NOFAs by the numbers; calculating grant matches the correct way; time and task analysis, as well as timelines and milestones table development for writing/administering your grants; writing SMART objectives; easy grant drafting from an effective project abstract; how to track in-kind for any auditor; maximizing grant failure via the We Didn’t Score Meeting, and much more.  Participants will leave with a comprehensive notebook containing the interactive budget development and writing exercise materials from the workshop, grant-specific worksheets, sample grant writing templates, NOFOs, and funded grant proposal documents, etc.

Road Safety Champion Program – Module 7: Safety Analysis Process

The overall Road Safety Champion Program provides an overall high-level overview of road safety in the United States through seven core modules.

Module 7: Safety Analysis Process

This two-and-a-half-hour training will equip participants with the skills to navigate the safety analysis process. Attendees will learn to apply this process to both traditional site reviews and systemic network screenings.

Participants will learn what attitude and equipment is needed to survive the heat. You will also identify the symptoms of dehydration and heat-related injuries; describe first-aid treatments for heat exposure; explain the importance of water, clothing, and shade; describe the contents of a summer survival kit; and acquire survival tips and tricks.

Plans Reading (Las Vegas)

Course Summary:

Roadway plans are developed to provide a pictorial view of the existing facilities and proposed improvements on a particular section of undeveloped land or existing roadway. They convey information relevant to the construction of the roadway, ranging from the quantities of construction materials required to the horizontal layout of the roadway.  Reading a set of plans can seem overwhelming but at the conclusion of this class every student will possess the knowledge to read a set of plans, calculate quantities, measure distances as well as many other issues related to roadway plan interpretation.   

This lively class will change the way one thinks about reading and understanding roadway construction plans.  Participants will learn the primary elements of a set of roadway plans and what each element contains.  The course will touch on the title sheet, schematic plan, utility plan, typical sections, general notes, maintenance of traffic plans, plan/profile sheets, cross sections, and miscellaneous details.   Several practical exercises provide students an opportunity to demonstrate their understanding of course content.  By the end of the training, participants will possess the knowledge to communicate key details about any set of roadway plans to those interested.

Intended Audience:

This training is designed for those who want to learn how to read a set of plans and for personnel who are required to read and understand roadway plans, and to answer questions about specific items on a set of roadway plans whether involved in the construction and maintenance of roadways.  It is for construction workers, inspectors. , design engineers or department liaisons, and for those who just wish to know how to read plans.   Previous experience with roadway plan development is not required. 

Instructor:

Walt Catlett, P.E., CSHO possesses over 30 years of experience in urban drainage design, combined with over 30 years of safety experience.  He serves as the Safety Circuit Rider for the National Center for Rural Road Safety.  He helps manage Virginia’s Safety Circuit Rider Program.  He is the State Director for the Arkansas Concrete Pipe Association.  He also serves as the State Engineer for the Texas and Oklahoma Concrete Pipe Associations.  He serves on ARDOT’s Transportation’s Research Advisory Council. He has a B.S. in Civil Engineering from Texas A&M University and a Master of Strategic Studies from the U.S. Army War College.  Mr. Catlett served in the United States Marine Corps and United States Army Reserves for a combined 30 years.

Sue Baillargeno retired from the Connecticut DOT after 32 years. Was a highway maintainer for 19 of those years and Curriculum Manager for the last 13 . She has an associate’s degree in Environmental Engineering Technology from Three Rivers Community College, a bachelor’s degree in Occupational Safety and Health and a master’s degree in Adult Learning from the University of Connecticut. She is pursuing a doctorate in Educational Leadership from the American College of Education.
At Connecticut DOT Susan was a program chair for the Connecticut Training and Development Network Professional Instructors Training Program, and on the instructor team for Aspiring Leaders, Connecticut’s Executive Management Program. Susan was a member of Women’s Transportation Seminars (WTS-CT) where she developed and chaired the chapter’s Leadership Program for the first 2 years and now a member of the Colorado Chapter of WTS. Currently, she is the program director for the HWY Maintenance Management Program offered by Front Range Community College.

Roadway plans are developed to provide a pictorial view of the existing facilities and proposed improvements on a particular section of undeveloped land or existing roadway. They convey information relevant to the construction of the roadway, ranging from the quantities of construction materials required to the horizontal layout of the roadway.  Reading a set of plans can seem overwhelming but at the conclusion of this class every student will possess the knowledge to read a set of plans, calculate quantities, measure distances as well as many other issues related to roadway plan interpretation.   

This 7-hour lively class will change the way one thinks about reading and understanding roadway construction plans.  Participants will learn the primary elements of a set of roadway plans and what each element contains.  The course will touch on the title sheet, schematic plan, utility plan, typical sections, general notes, maintenance of traffic plans, plan/profile sheets, cross sections, and miscellaneous details.   Several practical exercises provide students an opportunity to demonstrate their understanding of course content.  By the end of the training, participants will possess the knowledge to communicate key details about any set of roadway plans to those interested.

Electrical and Arc Flash Safety (Las Vegas)

Course Summary:

This 7-hour class will provide participants with live instruction on worker safety requirements of the OSHA, NFPA 70, and NFPA 70E standards. Participants will learn about the seriousness of electrical injuries, as evidenced by data from the Federal Bureau of Labor Statistics. The four main types of electrical hazards will be identified and discussed. A brief review of electricity’s properties will also be included.

Throughout the class, the NFPA 70E standard’s key elements will be presented, including definitions, responsibilities, training requirements, job hazard analysis, hierarchy of risk control, electrical safe work practices, lockout/tagout, and PPE requirements. Participants will be encouraged to actively engage in a job hazard analysis of a task they select.

Additionally, four case studies of fatal electrical accidents will be presented and discussed to illustrate the importance of hazard recognition and control. The class will also feature several videos demonstrating the explosive release of energy during arc flash events, further emphasizing the critical nature of electrical safety.

Learning Objectives:

  • Explain the hierarchy of risk control measures.
  • Outline the training requirements for electrical workers.
  • Describe the lockout and tag-out procedures.
  • Define the term “qualified worker.”

Intended Audience:

This training course is designed to benefit workers who operate around live, energized electrical circuits, systems, and equipment. The curriculum covers essential skills such as voltage testing and other hands-on techniques for working with energized electrical components.

Instructor:

Larry Carter’s career in the electrical field spans over 55 years. He was first trained in the principles of electricity while serving in the US Navy in 1969. During his time in the Navy, he received specialized training in the maintenance of the F4J fighter aircraft as part of the VF-121 squadron, which housed the Navy’s Advanced Fighter Weapons School, known as “Top Gun.”

After his military service, Mr. Carter worked in the construction of residential, commercial, and industrial electrical systems. He also spent over 20 years as a maintenance electrician in a high-volume manufacturing facility. From 2010 to 2016, Mr. Carter taught college-level electrical classes to inmates at a maximum-security prison in Texas.

Throughout his career, Mr. Carter has held a Master Electrician License in Texas since 1981. He also earned a Bachelor of Science in Computer Science from the University of Texas at Tyler in 2001 and a Master of Science in Digital Forensics from Sam Houston State University in 2017.

Mr. Carter has held a Master Electrician License in Texas since 1981 and completed his BS in Computer Science from UT Tyler in 2001 and an MS in Digital Forensics in 2017 from Sam Houston State University.

Barrier Basics (Virtual)

This 2.5-hour virtual training explores the basics of longitudinal roadside barriers. Discussion will focus on why and when barriers are needed on the roadway, review the types and characteristics of barriers, and find out where to locate guidance for placing and installing barriers. Finally, there will be a review of maintenance requirements for roadside barriers and discover the important role maintenance plays in keeping the barriers performing as they should.

Participants will have a chance to use resources, such as the AASHTO Roadside Design Guide as well as Nevada-specific design guides and specifications, to answer questions and make decisions about real-world scenarios you might encounter when placing barriers.

*Barrier Basics is a required course of the Road Scholar Program.

Learning Objectives:

  • Identify several standards for barriers selection and placement.
  • Identify warrants for the use of barriers.
  • Compare the benefits and challenges of different types of barriers and end treatments.
  • Explain three criteria for barrier placement.
  • List basic elements of barrier inspection.
  • Given scenarios and the NCHRP 656 criteria, rank the priority for repairing damaged barriers.

To prepare, please ensure that a working speakers and a microphone is in place to participate in this class.

Intended Audience

This course was designed for State, regional, county, city and tribal personnel who manage, inspect, maintain, and repair longitudinal roadside barriers.

Jeff Jasper’s 24-year career at the Kentucky Transportation Cabinet (KYTC) culminated in a five-year term as Director of the Division of Highway Design. Prior to this, Mr. Jasper managed KYTC’s Standard Drawing program and was the agency’s technical expert on roadside safety design, providing oversight on roadside design standards and teaching roadside design classes to Cabinet staff and engineering consultants.

As the current program manager of the Kentucky Transportation Center’s (KTC) Project Development Program, he directs research on highway project management, roadway design engineering, and roadside safety. At KTC, Mr. Jasper has spearheaded several roadside safety research initiatives for KYTC, including In-Service Evaluation of High-Tension Cable Barrier Systems and MASH Analysis of KYTC’s Standard Drawings.

Electrical and Arc Flash Safety (Reno)

Course Summary:

This 8-hour class will provide participants with live instruction on worker safety requirements of the OSHA, NFPA 70, and NFPA 70E standards. Participants will learn about the seriousness of electrical injuries, as evidenced by data from the Federal Bureau of Labor Statistics. The four main types of electrical hazards will be identified and discussed. A brief review of electricity’s properties will also be included.

Throughout the class, the NFPA 70E standard’s key elements will be presented, including definitions, responsibilities, training requirements, job hazard analysis, hierarchy of risk control, electrical safe work practices, lockout/tagout, and PPE requirements. Participants will be encouraged to actively engage in a job hazard analysis of a task they select.

Additionally, four case studies of fatal electrical accidents will be presented and discussed to illustrate the importance of hazard recognition and control. The class will also feature several videos demonstrating the explosive release of energy during arc flash events, further emphasizing the critical nature of electrical safety.

  • Explain the hierarchy of risk control measures.
  • Outline the training requirements for electrical workers.
  • Describe the lockout and tag-out procedures.
  • Define the term “qualified worker.”

Intended Audience:

This training course is designed to benefit workers who operate around live, energized electrical circuits, systems, and equipment. The curriculum covers essential skills such as voltage testing and other hands-on techniques for working with energized electrical components.

Instructor:

Larry Carter’s career in the electrical field spans over 55 years. He was first trained in the principles of electricity while serving in the US Navy in 1969. During his time in the Navy, he received specialized training in the maintenance of the F4J fighter aircraft as part of the VF-121 squadron, which housed the Navy’s Advanced Fighter Weapons School, known as “Top Gun.”

After his military service, Carter worked in the construction of residential, commercial, and industrial electrical systems. He also spent over 20 years as a maintenance electrician in a high-volume manufacturing facility. From 2010 to 2016, Carter taught college-level electrical classes to inmates at a maximum-security prison in Texas.

Throughout his career, Carter has held a Master Electrician License in Texas since 1981. He also earned a Bachelor of Science in Computer Science from the University of Texas at Tyler in 2001 and a Master of Science in Digital Forensics from Sam Houston State University in 2017.

Mr. Carter has held a Master Electrician License in Texas since 1981 and completed his BS in Computer Science from UT Tyler in 2001 and an MS in Digital Forensics in 2017 from Sam Houston State University.

ADA Design Challenges (Reno)

This 8-hour workshop will provide an overview of the basic requirements to ensure the pedestrian network along our public streets are accessible to all pedestrians. This course focuses on proper design and maintenance of accessible pedestrian facilities in new construction or when pedestrian facilities are altered or added. You will learn roadway owner responsibilities to ensure their pedestrian networks are accessible to pedestrian with various disabilities and how best to achieve that access. This course is taught from the perspective of the Public Rights-of-Way Accessibility Guidelines (PROWAG) in the public rights-of-way and Nevada DOT standard plans. This workshop will include hands-on, outdoor field activities featuring manual wheelchairs, blindfolds, and low-vision googles.

Familiarity with the U.S. Access Board’s draft Proposed Guidelines for Pedestrian Facilities in the Public Right-of-Way is recommended, but not required, prior to attending this course. Learning Outcomes:

Learn how to be a safe and effective flagger with our ATSSA Flagger Certification course. This workshop will cover why proper flagger operations are important, the skillset of a good flagger, standard flagger control references, and best practices for various situations.

He has taught over 1000 workshops and trained over 30000 individuals. He retired from the Kentucky Transportation Cabinet after serving in the Divisions of Construction, Maintenance and Traffic.

Todd served for two years as Kentucky’s Safety Circuit Rider helping local agencies identify low-cost improvements to reduce crashes. He also served for two years as a Road Safety Subject Matter Expert for the Tribal Technical Assistance Program.

Pesticide Applicator Training (Ely, NV)

Course Summary:

A state-issued license to control pests and apply pesticides is required under Nevada state law. Licenses are issued by the Nevada Department of Agriculture. You must complete a general competency exam and a category exam prior to obtain the license.

This 2-day training prepares you to become a professional pest control applicator and pass the license examination. The class explains pest control and pesticide safety concepts. Topics include safe pesticide handling practices, herbicide classification, environmental protection, and noxious weed control. It also prepares you for the G-4 (Terrestial Weed) category examination.

The training program is approved for Nevada Continuing Education Units (CEU’s). For license renewal, twelve credit hours are required in a 4-year period. This is an elective course in the Road Scholar Progam.

Intended Audience

Participants in this class are those who prepare, store, handle, or apply pesticides or supervise those who use pesticides. This includes:

  • Road maintenance and construction workers.
  • Current pesticide applicators seeking Continuing Education Units (CEUs) or license renewal.

Road Safety Champion Program – Module 6: Reading the Road

The overall Road Safety Champion Program provides a high-level overview of road safety in the United States through seven modules.

Module 6:

This 2.5-hour training will teach participants how to “read the road” as well as the importance of doing so in daily activities. It will use real world examples on different roadway components to demonstrate how participants may be able to uncover potential safety issues during their routine activities.  It will also discuss how the road safety audit process can be used to “read the road” in a more formal approach. The training will also discuss the consequences daily activities of workers may have on safety.

Learning Objectives:

After attending training, participants will be able to:

  • Define what is meant by “reading the road.”
  • Identify potential safety issues or identify any indications which suggest road users may have challenges traveling or navigating a roadway.
  • Identify “reading the road” steps in the Road Safety Audit (RSA) process.

Everyone involved in a construction work zone project should have a basic knowledge of temporary traffic control that allows them to assist in installing traffic control devices, monitoring their performance, and recognizing deficiencies during the course of a project.

The Traffic Control Technician (TCT) course is an introduction to temporary traffic control in work zones for individuals who work in the field installing and removing traffic control devices. The course provides concepts, techniques, and practice exercises in the installation and maintenance of traffic control devices.

Learning Objectives:

At the end of this course, participants will be able to:

  • Recognize Basic Temporary Traffic Control (TTC) standards/guidelines applicable in highway work zones
  • Identify workable concepts, techniques and practices in the installation and maintenance of TTC devices
  • Produce safer TTC areas for workers, motorists, bicyclists, and pedestrians

Intended Audience:

This course is intended for individuals who work in the field installing and removing traffic control devices.  This includes maintenance and construction crews, engineers, work zone crews, utility operators, and anyone who performs duties in or around TTC work zones.

This 4-hour course is designed to inform participants of the dangers of unsafe trenching and excavations. Trench Safety and Shoring identifies soil types, defines safety precautions, and reveals warning signs are revealed.

This course applies to all types of trenching excavations and construction near roadways and foundations. Many examples of proper techniques and failures will be examined to prevent fatalities and promote safety. Students will be encouraged to participate and learn as a group. Participation is documented through a short quiz and an attendance record.

  • Define trenching vs excavation, rural vs urban, and identification of soils
  • Protective systems: sloping, benching, shoring, shielding; safety precautions

The overall Road Safety Champion Program provides a high-level overview of road safety in the United States through seven modules.

The goal of this two-hour virtual training, Module 4–Overview of the MUTCD is to provide an introduction and overview of the Manual on Uniform Traffic Control Devices (MUTCD). The MUTCD defines the standards by which traffic signs, road surface markings, and signals are designed, installed, and used on all public streets, highways, bikeways, and private roads open to public traffic. This module will help participants become aware of the need for uniformity of traffic control devices, its legal requirements, and related liability. Emphasis will be given to an understanding of the MUTCD, Traffic Control Devices, and Temporary Traffic Control.  The overall goal of this training is to provide participants with an overview of the manual and how to use it.

Learning Objectives:

  • Understand the purpose and the organization of the MUTCD
  • Understand the purpose of Traffic Control Devices (TCDs) and identify their five principles

He also serves as the State Engineer for the Texas and Oklahoma Concrete Pipe Associations. He serves on ARDOT’s Transportation’s Research Advisory Council. He has a B.S. in Civil Engineering from Texas A&M University and a Master of Strategic Studies from the U.S. Army War College. Mr. Catlett served in the United States Marine Corps and United States Army Reserves for a combined 30 years.

OSHA 10 Training for Construction ensures you understand how to navigate common job-site hazards so that you feel safe at work. Primarily, this involves spotting, avoiding, and reporting safety and health risks encountered on a daily basis.

The training includes best practices on how to prevent slipping, tripping, getting struck by an object, electrocution, and getting caught in between objects or machinery. Additionally, the training helps increase your knowledge about construction-specific safety measures under OSHA 29 CFR 1926.

You will also understand your employer’s responsibility for workplace safety, as well as the rights OSHA gives you as a worker and how to file a complaint if the workplace isn’t living up to its safety obligations.

This course introduces the Americans with Disabilities Act (ADA) design requirements and guidelines for public rights-of-way. The course also discusses design challenges and options, based on engineering design guidelines, for engineers and designers.

Familiarity with the U.S. Access Board’s draft Proposed Guidelines for Pedestrian Facilities in the Public Right-of-Way is recommended, but not required, prior to attending this course. Brooke Struve is a Safety/Geometric Design Engineer at the Federal Highway Administration’s Resource Center in Lakewood, Colorado. Prior to joining the Resource Center, she was on the Preconstruction Team in FHWA’s Office of Infrastructure. There, she worked to advance best practices in the design discipline across the agency and provide technical support for Interstate access, geometric design, and accessible design for disabled pedestrians. Brooke has worked as a Project Manager for FHWA’s Eastern Federal Lands Highway Division and as a Team Leader for the Utah Department of Transportation, leading the development and design of projects ranging from low-volume recreational roads to urban arterials and freeways. Brooke has a B.S. in Civil Engineering from Brigham Young University and is a licensed professional engineer in the State of Utah.

Reducing the number and severity of crashes on local and rural roadways is a number one priority for most agencies. The FHWA Office of Safety developed “Road Safety 365” to provide local and rural agencies with practical and effective ways to incorporate safety solutions into daily activities and the project development process.

The course explores how construction, maintenance, and other activities can impact roadway safety and provides practical guidance for improving road safety that is specifically geared to local road projects and day-to-day activities.

After attending training, you will be able to:

  • Identify safety issues unique to local agencies.
  • Describe ways to incorporate and implement practical safety solutions during projects and maintenance.
  • Identify common challenges to improving road safety and list existing resources to address them.
  • Describe practical and low-cost countermeasures to improve safety.
  • Identify methods to inform decision makers about practical ways to improve safety on local roads.

Todd Morrison, P.E. is a road safety advocate as a speaker, workshop instructor, and online trainer. For the past 12 years, he has worked for numerous contractors, Local Technical Assistance Programs, cities, counties, and DOTs. He has taught over 500 workshops and trained over 15,000 individuals. He retired from the Kentucky Transportation Cabinet after serving in the Divisions of Construction, Maintenance, and Traffic. At the Cabinet, he worked with environmental, work zone, construction and maintenance concerns as an Environmental Coordinator, Maintenance/Traffic Engineer, and as a Branch Manager for Operations. Recently, Todd served for 2 years as Kentucky’s Safety Circuit Rider helping local agencies identify low cost improvements to reduce crashes. Todd is an ATSSA certified Traffic Control Supervisor, Flagging Instructor, and Traffic Control Design Specialist.

The Road Safety Audits workshop is designed to introduce road safety audits as an effective tool that could reduce crashes on your road network. The workshop will help local road agency professionals understand basic road safety audit concepts, risks, safety and common issues.

Drainage systems are a key asset to maintain. Drainage maintenance is critical for extending the life of pavements, as drainage systems control water flow along maintainable pathways. Routine inspection identifies needed maintenance and lessens the potential for flooding. This includes inspections of shoulders, ditches, pipes, and culverts.

This training teaches you to manage drainage systems effectively and efficiently by explaining:

  • What information is collected during an inspection.
  • How to determine if the condition requires a critical, major, or routine maintenance response.

Routine maintenance and safety play an important role in both equipment performance and roadway safety. Maintaining equipment in a proper and timely manner is a foundational cornerstone of transportation, construction, and public works agencies. In an effort to assist agencies in meeting their safety and performance goals.

This 6-hour Equipment Safety and Maintenance training provides introductory maintenance practices, safety checklists, and daily safety procedures and methods to assist operators and supervisors in meeting their agencies’ safety and performance goals. Establish a culture of safety at your agency and worksites—register now!

Learning Objectives:

  • Define Safety Culture and list the 5 components of safety culture.
  • Identify operator responsibilities, appropriate job equipment, potential hazards, and appropriate mitigation to safety risks.
  • Describe the importance of equipment maintenance and its role in safety.
  • Be able to determine manufacture recommendations and organizational guidelines.
  • Illustrate how to properly use checklists and conduct equipment inspections.

He retired from the Washoe County School District as a Fleet Maintenance Technician after 30 years and has 18 years of experience as a forklift, boom lift, and scissor lift instructor.

Topics include safe pesticide handling practices, herbicide classification, environmental protection, and noxious weed control. It also prepares you for the G-4 (Terrestial Weed) category examination.

The training program is approved for Nevada Continuing Education Units (CEU’s). For license renewal, twelve credit hours are required in a 4-year period.

Attend this class if you prepare, store, handle, or apply pesticides or supervise those who use pesticides. This includes:
